1.
The Provincial Government
of Davao Del Norte, through NCA No. 0018463 dated October 15, 2012 (SELAP)
and Provincial counterpart per Appropriation Ordinance No. 2013-001, series of 2013 intends to apply the sum of Seven
Million Nine Hundred Thirty Thousand Four Hundred Fifty Six and 83/100
Pesos (Php 7,930,456.83) being the Approved Budget for the Contract (ABC)
to payment under the contract with Project ID/PR No. 13061506. Bids
received in excess of the ABC shall be automatically rejected at bid
opening.

The Provincial Government
of Davao Del Norte now invites bids for the Rehab./Impv't.
of Carcor, Panas-
Patrocenio Farm To
Market Road, New Corella. Bidders should have completed, within ten (10) years
from the date of submission and receipt of bids, a contract similar to the
Project. The description of an eligible bidder is contained in the Bidding
Documents, particularly, in Section II. Instructions to
Bidders.

Bidding will be conducted
through open competitive bidding procedures using non-discretionary
“pass/fail” criterion as specified in the Implementing Rules and
Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the
“Government Procurement Reform Act” and its supplementary Annexes issued by
the Government Procurement Policy Board (GPPB).
Bidding is restricted to Filipino citizens/sole proprietorships,
partnerships, or organizations with at least seventy five percent (75%)
interest or outstanding capital stock belonging to citizens of the
Philippines.

Interested bidders may
obtain further information from the Provincial Government of Davao Del
Norte and inspect the Bidding Documents at the address given below from
8:00 a.m. to 5:00 p.m., from Monday up to Friday.
5.
A complete set of Bidding Documents may be purchased
by interested Bidders on July 1, 2013 to July 22, 2013, from the address
below and upon payment of a non-refundable fee for the Bidding Documents in
the amount of P 5,000.00 pursuant to Provincial Ordinance No. 2011-001.
It may also
be downloaded free of charge from
the website of the Procuring Entity, provided
that bidders shall pay the fee for the Bidding Documents not later than the
Pre-bid Conference.
6.
The Provincial Government
of Davao Del Norte will hold a Pre-Bid Conference on July 11, 2013 at 9:00
a.m. at the Provincial Administrator’s Conference Room, 2F Capitol Bldg.,
Government Center, Mankilam, Tagum City, Davao del Norte which shall be
open only to all interested parties who have purchased the Bidding
Documents.
7.
Bids must be delivered to
the address below on or before July 23, 2013, at 10:00 in the morning at
BAC Secretariat, 2F Capitol Bldg., Government Center, Mankilam, Tagum City,
Davao Del Norte. All bids must be
accompanied by a bid security in form of cash or cashier’s/manager’s check,
bank draft/guarantee, irrevocable letter of credit issued by a Universal or
Commercial Bank, and in the amount stated in ITB Clause 18 or Bid Securing
Declaration pursuant to GPPB Resolution No. 03-2012.
Bids will be
opened in the presence of the bidders’ representatives who choose to attend
at the address below. Late bids shall not be accepted.
8.
The Provincial
Government of Davao Del Norte reserves
the right to accept or reject any bid, to annul the bidding process, and to
reject all bids at any time prior to contract award, without thereby
incurring any liability to the affected bidder or bidders.
