The Provincial Government
of Davao del Norte, through CY 2014 General Fund Annual Budget intends to
apply the sum of Two Million One Hundred Fifty Thousand, Eight Hundred
Seventy Pesos and 94/100 (Php 2,150,870.94) being the Approved Budget for the payment of
one (1) lot supply of Janitorial Services with 12 Janitors with complete
equipage for the janitorial services requirement of the Provincial
Government of Davao del Norte with Project ID/PR No.
1402-0348. Bids received in
excess of the ABC shall be automatically rejected at bid opening.
2. The Provincial Government of Davao del Norte now invites bids for the procurement of one
(1) lot Supply of Janitorial Services with 12 Janitors under a
Multi-Year Contract. The duration of
the contract shall be for a maximum of three (3) years subject to a yearly
performance assessment by the procuring entity. The ABC is good for the
first year only. Bidders should have completed within three (3) years from
the date of submission and receipt of bids, a contract similar to the
Project. The description of an eligible bidder is contained in the Bidding
Documents, particularly, in Section II. Instructions to Bidders.
3. All bid
prices for the duration of three (3) years shall be fixed and shall not be
adjusted during contract implementation except on the conditions provided
under SCC 9 to 9.1
4. Bidding will be conducted through open competitive bidding
procedures using a non-discretionary “pass/fail” criterion as specified in
the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184,
otherwise known as the “Government Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole
proprietorships, partnerships, or organizations with at least sixty percent
(60%) interest or outstanding capital stock belonging to citizens of the
Philippines, and to citizens or organizations of a country the laws or
regulations of which grant similar rights or privileges to Filipino
citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.
5. Interested bidders may obtain further information from The Provincial Government of Davao del
Norte and inspect the Bidding Documents
at the address given below from 9:00 a.m. to 5:00 p.m., from Monday to
Friday.
6. A complete set of Bidding Documents may be purchased by interested
Bidders on February 28, 2014 to March 19, 2014, from the address below and
upon payment of a nonrefundable fee in the amount of P1, 000.00 for the Bidding Documents pursuant to Provincial Ordinance
No. 2011-001.
It
may also be downloaded free of charge from the website of the Philippine
Government Electronic Procurement System (PhilGEPS) and the website of the
Procuring Entity, provided that bidders shall pay the nonrefundable fee for
the Bidding Documents not later than the submission of their bids.
7. The Provincial Government of Davao del
Norte will hold a Pre-Bid Conference on
March 7, 2014 at 9:00 a.m. at the Provincial Administrator’s Office (PAdO)
Conference Room, 2F Capitol Bldg., Government Center, Mankilam, Tagum City,
which shall be opened to all interested parties.
8. Bids must be delivered to the address below on or before March 20, 2014 at 10:00 a.m. All Bids
must be accompanied with a bid security in any of the acceptable forms and
in the amount stated in ITB Clause 18.
Bid opening shall be on March 20, 2014 at 10:00 a.m.
at the Provincial Administrator’s Office (PAdO) Conference Room, Room 2F
Capitol Bldg., Government Center, Mankilam, Tagum City, Davao del
Norte.
Bids will be opened in the presence of the Bidders’
representatives who choose to attend at the address below. Late bids shall
not be accepted.
9.
The Provincial Government of Davao del Norte reserves the right to accept or reject
any bid, to annul the bidding process, and to reject all bids at any time
prior to contract award, without thereby incurring any liability to the
affected bidder or bidders.
