STRATEGIC OBJECTIVES


MANDATES

1. Undertakes the following HR functions/programs under the Program to Institutionalize Meritocracy and Excellence in Human resource management (PRIME-HRM) which are as follows:

a. Recruitment, Selection and Placement   (RSP)
b. Performance Management System (PMS)
c. Learning and Development Interventions (LDI’s)
d. Rewards and Recognition (RR)

2. Pilot testing of Human Resource Information System of the Province
3. Formulates Organizational Structure and Staffing Pattern of the Provincial Government Offices;
4. Reviews and renders opinions/suggestions on the Organizational Structure and Staffing Pattern of other Local Government Units submitted for review and approval of the Sanggunian Panlalawigan;
5. Implements the rules, regulations, policies, guidelines of the Civil Service Commission, Government Service Insurance System,Pag-ibig/HDMF, Department of Budget and Management, Commission on Audit, DILG and other concerned Agencies;
6. Causes the implementation of Centralized Payroll System to both Plantilla and Non-Plantilla employees. Prepares vouchers for various claims. Reflects the monthly statutory premiums and loan deductions in the payroll and vouchers;
7. Takes charge of the processing of employees leave application (Sick leave, Vacation leave, Maternity leave, Paternity leave, Special leave, Rehabilitation leave), loans with GSIS, HDMF, Banks and Cooperatives, Monetization, Productivity Bonus, Retirement/Separation and Philhealth benefits;
8. Implements the three(3) year competency-Based Human Resource Development Plan;
9. Causes the functionality of the support mechanisms such as Personnel Selection Board (PSB), Program on Awards and Incentives   for Service Excellence (PRAISE), Personnel Development Committee (PDC), Strategic Performance Management System (SPMS)-Office Performance Commitment and Review (OPCR), Individual Performance Commitment Review (IPCR), Merit Promotion Plan (MPP), System of Ranking Positions (SRP),Oversight Committee (OC) and Provincial Administrative and Investigation Committee (PAIC) and Grievance Committee (GC);
10. Facilitates the meetings and General Assembly of the Provincial Capitol Retirees Association (PCRA);
11. Implement the 3-year Competency-based Human Resource Development Plan (HRDP) to improve employees’ competencies;
12. Facilitates the implementation of the Health and Wellness Program across the Provincial Offices of Davao del Norte;
13. Takes charge of Rewards & Recognition of the agency through the conduct of Awarding Ceremonies;
14. Gives due recognition to retiring employees through the “Salamat –Mabuhay Program”;
15. Prepares and submits reports to specific offices & agencies.

- Faster and improved accuracy in processing HR transactions
