DAVAO DEL NORTE DEMONSTRATES BUSINESS-FRIENDLY ENVIRONMENT AND COMPETITIVENESS, TRIUMPHS IN REGIONAL SEAL OF GOOD LOCAL GOVERNANCE ASSESSMENT

On July 10, 2023, at Pavilion, DDN Sports and Tourism Complex, Mankilam, Tagum City, the Provincial Government of Davao del Norte (PGDDN), led by the Honorable Governor Edwin 'Kuya Gov' I. Jubahib, effectively showcased its commitment to fostering a business-friendly atmosphere and enhancing competitiveness during the Seal of Good Local Governance (SGLG) Regional Assessment.

Ms. Joevynar M. Miedes, the Development Management Officer IV and the Local Economic Development and Investment Promotion Officer-Designate of PGDDN, played a pivotal role in securing the pillar for Business-Friendliness and Competitiveness of the Agency. Ms. Miedes successfully passed the SGLG Assessment, which examined the Provincial Government's efforts in promoting investments and streamlining business operations. The comprehensive assessment, scrutinized the province's accomplishments, investment promotion initiatives, facilitation policies, as well as its collaborations with component cities and municipalities. These endeavors aim to generate interest, attract both local and foreign investors, and establish robust partnerships, ultimately propelling the economy for the benefit of all Dabaonons.

With the successful completion of all the assessment pillars, the Provincial Government of Davao del Norte has triumphed in the regional phase. Looking ahead, they now eagerly anticipate replicating their accomplishment in the forthcoming national assessment. The SGLG serves as a testament to Davao del Norte's commitment to good governance and its dedication to fostering an environment conducive to business growth and development.

PADO-CIDD, EWDD CONDUCT CANDLE-MAKING TRAINING TO LUNTIANG PARAISO RESIDENTS

Residents of Luntiang Paraiso Regional Rehabilitation Center for Drug and Alcoholic Dependency receive livelihood training on candle-making, product packaging, labeling, and costing, courtesy of the office of the Provincial Administrator’s Office-Cooperative and Investment Development Division, in partnership with the Employment and Workforce Development Division (EWDD), last May 23, 2023 in New Corella, Davao del Norte.

Also, in cooperation with the Provincial Social Welfare and Development Office (PSWDO), the skills upgrading aims to provide alternative source of income for the residents of the facility, who have been victims of drug abuse and alcoholism. The training will form part of the rehabilitative approach to enable the residents to change for the better, and be a productive citizen of the community.

A short opening program was facilitated by the PADO-CIDD in the morning, with Mr. Joseph Rey Lacia giving the message of gratitude and inspiration for the facilitators and the residents, respectively. Ms. Maria Consuelo Encarnacion facilitated the training on Candle-Making, thru the assistance of Ms. Juliet Baruiz, of PADO-EWDD. Ms. Gemma O. Caasi, DMO II, of PADO-CIDD shared her expertise on Product Packaging, Labeling, and Costing. She was assisted by Ms. Merly Mapanao, and Mr. John Lolo.

The Luntiang Paraiso is a facility that focuses on therapeutic community approach for drug rehabilitation. It was converted into a regional rehabilitation center in 2015, from merely a municipal rehabilitation center, with a 100-bed capacity, in compliance with Republic Act 9165 or the Comprehensive Dangerous Drugs Act.

A total of sixty-five residents of the Center benefited from the training, only five of whom are female.

Provincial Government of Davao del Norte and DTI – Provincial Office Join Forces to Lead Comprehensive CMCI Assessment for Enhanced Competitiveness

The Provincial Government of Davao del Norte, through the PADO Cooperative and Investment Development Division (CIDD), partnered with the Department of Trade and Industry (DTI) Provincial Office spearheaded the assessment of the Cities and Municipalities Competitiveness Index (CMCI) on May 5, 2023. The evaluation took place at the Municipal Hall of Carmen, where the Local Economic Development and Investment Promotion Officers (LEDIPOs) and representatives from respective LGUs and the analyst from DTI convened.

The activity was led by Ms. Joevynar M. Miedes, the Local Economic Development and Investment Promotion Officer-Designate of Davao del Norte, and Mr. Elycer Remigio, the Trade-Industry Development Analyst of DTI-Provincial Office.

The primary objective of the assessment was to evaluate the progress made by each component city and municipality regarding their CMCI submission. The CMCI serves as a vital tool for measuring the competitiveness of cities and municipalities throughout the Philippines. It is based on five key pillars of competitiveness: economic dynamism, government efficiency, infrastructure, resilience, and innovation. The provincial rankings are determined by calculating the population and income-weighted averages of the overall scores achieved by cities and municipalities within a province.

The gathering aimed to ensure that all 11 Local Government Units (LGUs) in Davao del Norte were well-prepared and had successfully submitted accurate data for each CMCI pillar through the CMCI Portal. Furthermore, the team emphasized the importance of fostering close coordination between the Local Economic Development and Investment Promotion Offices (LEDIPOs) and the Business Permit and Licensing Offices (BPLOs) to enhance and further promote economic development in Davao del Norte.

The next step in the CMCI assessment process is the Regional CMCI Validation, scheduled to take place on June 15–16, 2023.

ASUNCION MSMEs RECEIVE LIVELIHOOD TRAINING THRU PADO-CIDD, EWDD

The Provincial Administrator’s office Davao del Norte Investment Promotion Center (PADO-DNIPC) in partnership with Municipal Agriculturist Office (MAGRO) of the Municipality of Asuncion, conducted a one-day training-workshop to the Rural Improvement Club ((RIC) members and to the local MSMEs in the Municipality of Asuncion last May 16, 2023 in Brgy. Cambanogoy, Asuncion, Davao del Norte.

The activity, which is in coordination with the Employment and Workforce Development Division (EWDD) of the provincial government on the livelihood component, is aimed at improving the participants’ product packaging and its labels. This also serves as value adding to their products, improving its physical attributes to create a lasting impression to the consumers, thereby commanding a brand loyalty to their products.

Ms. Gemma Otaza-Caasi, Development Management Officer II of PADO-DNIPC was the resource speaker on the topic on Product Enhancement, Packaging and Labeling and Product Costing. She emphasized the importance of product packaging, its functions, kinds of product packaging and the important information that should be found on the product labels. On the other hand, Ms. Juliet Baruiz of EWDD, staged a demonstration on table skirting, another learning intervention to add up to the skill set of the participants, who are mostly members of the rural improvement club and MSME-suppliers of locally-made products for display at the LGUs Negosyo Center.

Towards the end of the training, the trainees have expressed their interest to avail of the government’s product packaging and labeling assistance in the future, as well as other relevant trainings for the MSMEs, such as food processing and Good Manufacturing Practices (GMP).

PRODUKTO DAVNOR SUCCESSFULLY CONDUCTS 3RD GENERAL ASSEMBLY

Produkto DavNor’s 3rd General Assembly last May 19, 2023 at the PDRRMO, Provincial Capitol, was overwhelming with the spirit of cooperation and unity between and among its participants: various MSMEs of the province.

The Produkto DavNor is an association of Micro, Small, and Medium, Enterprises (MSMEs), which was organized by the provincial government, thru the initiative of Davao del Norte Investment and Promotion Center (DNIPC). The provincial government provides support and assistance to the individual MSMEs comprising the association, by giving them greater access to opportunities, such as the marketing and promotion of their individual products thru exposure at the Davnor Pasalubong Shop, as well as, in trade fairs and product exposition and business matching.

The whole day activity was spearheaded by the Provincial Administrator’s Office- Cooperative and Investment Development Division (PADO-CIDD), headed by Ms. Joevynar M. MIedes, DMO IV, LEIPO-Designate.

Prior to the assembly meeting proper, a series of relevant informative lectures were given by invited guests from the different agencies in the private and government sector. Ms. Rhea Jeannie Elises of Luychingco Packaging shared about their primary programs and services which can be availed by the MSMEs, especially on Product Packaging and Bottling.

Ms. Christelle G. Gerona, Project Technical Assistant, of the Department of Science and Technology XI, illustrated on the SETUP project of the DOST. The SETUP or the Small Enterprise Technology Upgrading Program is a nationwide strategy encouraging and assisting micro, small, and medium enterprises (MSMEs) to adopt technological innovations to improve their products, services, operations and increase their productivity and competitiveness.

Meanwhile, Davao del Norte Provincial Governor Edwin I. Jubahib, represented by Mr. Jemuel Melmida, Executive Assistant II, graced the activity. The Governor expressed his support to the conduct of the association’s General Assembly, saying that the MSMEs are the valuable partners of the provincial government in all the efforts towards achieving a “broad-based economic growth and investment” in the province.

Among the agenda that were given weight during the Assembly were its accreditation to the provincial government and the proposed Memorandum of Agreement between the association and the provincial government, relative to economic undertaking. The association also planned to keep their reportorial requirements updated, that include enhancing their bookkeeping pertaining to the organization’s future financial transactions.

Pastor Abert Dillo, the association’s President, presided over the assembly.
