STRATEGIC OBJECTIVES


MANDATES
The Office of the Governor is mandated to provide general supervision and control over all programs, projects, services and activities of the provincial government and to enforce all laws and ordinances relative to the governance of the province and the exercise of the appropriate corporate powers provided under section 22 of the Local Government Code, implement all approved policies, programs, projects services and activities of the province.
The following are the mandated functions of the Administrative Section, Support Section, Internal Audit services Division, Personal Staff, Provincial Disaster Risk Reduction and Management Division, Gender and Development Program, Spiritual and Moral Recovery Program (SMRP), Special Program for Women (DNPCW), Provincial Peace and Order Council (PPOC), Provincial Drug Abuse Prevention Program and Davao del Norte District Jail:
- Offer Customer Service;
- Provide Administrative Support Services to the Governor;
- Assess and Evaluate the risk management, governance and internal control processes of the provincial government and to provide reasonable assurance regarding the achievement of objectives in the effectiveness and efficiency of operations, reliability and accuracy of financial and operational reporting, compliance with laws and regulations and safeguarding of assets against loss or misuse;
- Take all actions and measures, as authorized, to ensure that a close and harmonious relationship between the Province and the community will be maintained and strengthened;
- Implement a disaster risk reduction and management approach that is holistic, comprehensive, integrated and proactive in lessening the socio-economic and environmental impacts of disasters including climate change, and promote the environment and participation of all sectors and all stakeholder’s concerned, at all levels, especially the local community;
- Institutionalize the policies, structures, coordination mechanisms and programs with continuing budget appropriation on disaster risk reduction towards building a climate change and disaster-resilient communities;
- Develop and strengthen in the capacities of vulnerable and marginalized groups to mitigate, prepare for, respond to, and recover from the effects of disasters;
- Strengthen and sustain gender mainstreaming in the Provincial Government of Davao del Norte towards women empowerment and gender equality;
- Integrate Spiritual and Moral Recovery program (SMRP) into the crisis intervention programs of the province under its P.E.O.P.L.E. development thrust, particularly on the five thematic areas, namely: disaster crisis stress debriefing; gender and development, juvenile delinquency; illegal drugs trafficking; and violence against women and children;
- Lay the necessary foundation of the moral recovery advocacies of Davao del Norte by developing and implementing activities for spiritual and moral recovery program; develop a psychosocial care and intervention in disaster management; and integrate biblical teachings in other thematic areas areas such as marriage counselling and other life-saving and development programs with proper coordination with other offices;
- Strengthen and sustain the program geared towards the women’s full integration in society, enhancement of their leadership status as they partner with government and participate in various activities that bolster their economic, socio-cultural, political and spiritual well-being;
- Institutionalize mechanisms that lead to the reduction of occurrences of cases relative to insurgency and criminality, coordinate all efforts related to the maintenance of peace and order including disaster response in all municipalites of the Province and its three(3) component cities;
- Complete the tripod of Anti-Drug Abuse Campaign of the provincial government and to cater the needs of drug dependents, alcoholics, support groups, co-dependents, recovering drug dependents of the province of Davao del Norte;
- Enhance public safety by providing quality jail management and services through an efficient and humane mechanism for safekeeping and development of inmates.

- Responsible and responsive linkage between the provincial government and the community;

Provincial Disaster Risk Reduction and Management Division
- DRRM and CCA mainstreamed and integrated in local development policies, plans and budget;
- DRRM and CCA sensitive environmental management;
- Increased disaster resilience of infrastructure systems;
- Community-based and scientific DRR-CCA assessment, mapping, analysis and monitoring;
- Communities have access to effective and applicable disaster risk financing and insurance;

Gender and Development Program
- Women empowerment and gender equality;

Spiritual and Moral Recovery Program
- Mainstreaming of spiritual and moral recovery programs into various offices of the province;
- Necessary Foundations of the moral recovery advocacies are laid out;

DNPCW
- Women Empowerment;

Provincial Peace and Order Council (PPOC)
- A responsive Council that immediately mobilizes its members to discuss and agree on solutions of emerging peace and order concerns;
- Council members that are mandated by RA 7160 known as the local Government Code are committing their resources to support peace initiatives and actions that results in creating peace dividends;
- Close coordination between the council, law enforcers, community organizations and provincial personnel in the maintenance of peace and order through resources sharing and consultation;

Provincial Drug Abuse Prevention Program
- Optimized full implementation of Anti-Drug Abuse Program province wide;

DDN District Jail
- Safekeeping and development of inmates.
