AN ORDER AMENDING EXECUTIVE ORDER NO. 63, SERIES OF 2020, RE: “AN ORDER DIRECTING ALL LOCAL GOVERNMENT UNITS IN DAVAO DEL NORTE PROVINCE TO INTENSIFY THE IMPLEMENTATION OF THE MODIFIED GENERAL COMMUNITY QUARANTINE (MGCQ) IN THEIR RESPECTIVE AREA OF JURISDICTION AND PROVIDING AMENDATORY AND SUPPLETORY POLICIES AND GUIDELINES THEREFOR”

WHEREAS, the Coronavirus Disease (COVID-19) pandemic continues to be a serious public health threat around the globe leading to the disruption of social normalcy and immense economic downturn in every region it has pervaded;

WHEREAS, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases has issued the IATF Omnibus Guidelines on the Implementation of the Community Quarantine as amended by IATF Resolution No. 38, series of 2020, which includes the Modified General Community Quarantine (MGCQ), among others;

WHEREAS, the Provincial Government of Davao del Norte has issued Executive Order No. 42, series of 2020, as duly amended by Executive Order No. 44, series of 2020, placing all the cities and municipalities of Davao del Norte Province under Modified General Community Quarantine (MGCQ);

WHEREAS, with the rising threat of local and community transmission in several parts of the Province, the Provincial Government of Davao del Norte issued Executive Order No. 63, series of 2020 to direct all LGUs to intensify the implementation of the Modified General Community Quarantine (MGCQ) in their respective area of jurisdiction;

WHEREAS, there is a need to amend certain section of Executive Order No, 63, series of 2020 to further articulate and reinforce measures against COVID-19;

NOW, THEREFORE, I, EDWIN I. JUBAHIB, Governor of the Province of Davao del Norte, by virtue of the powers vested in me by law, do hereby order the following:

Section 1. The following guidelines are hereby added to Section 3 of Executive Order No. 63, series of 2020, to wit:

1. Residents of Davao del Norte Province who intend to travel outside of the Province either for essential or non-essential purposes may be allowed to travel provided that they pass through QR Code scanning at the designated checkpoints upon their return to the Province and that they shall be advised to undergo home quarantine for seven (7) days;

2. Non-residents of Davao del Norte Province who intend to travel inside the Province either for essential or non-essential purposes may be allowed entry provided that they pass through QR Code scanning at the designated checkpoints and that they will not be allowed to transact at any establishment/office who are implementing QR Code scanning within seven (7) days from their entry, except at the establishment/office they own or operate;

Section 2. This Executive Order shall take effect immediately upon signing hereof.
