EXECUTIVE ORDER NO. 27-A
Series of 2021

AN ORDER AMENDING SECTION 2.11 OF EXECUTIVE ORDER NO. 27, SERIES OF 2021, WHICH IS AN ORDER PLACING THE ENTIRE PROVINCE OF DAVAO DEL NORTE UNDER MODIFIED ENHANCED COMMUNITY QUARANTINE (MECQ) EFFECTIVE 01 JULY 2021

 

WHEREAS, the Philippines is the second country in Southeast Asia next to Indonesia with the highest accumulated number of confirmed Coronavirus Disease (COVID-19) cases reported by the World Health Organization (WHO) recently;

WHEREAS, since its characterization as pandemic by WHO, COVID-19 has been causing a serious health problem to the public, affecting the normal lives of the Filipino people and even disrupting economic growth and activities;

WHEREAS, on 08 March 2020, President Rodrigo Roa Duterte issued Proclamation No. 922, placing the entire country under a State of Public Health Emergency;

WHEREAS, on 16 September 2020, President Rodrigo Roa Duterte issued Proclamation No. 1021, s. 2020, extending the period of the State of Calamity throughout the Philippines until 21 September 2021;

WHEREAS, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) has implemented community quarantine restrictions of varying levels nationwide to counter the further spread of the virus in other areas of the country;

WHEREAS, on 09 June 2021, the Provincial Government issued Executive Order No. 26, series of 2021 to place the entire Province under General Community Quarantine (GCQ) until 30 June 2021; thereby, revoking Executive Order No. 24, series of 2021 which previously placed the Province under Modified General Community Quarantine (MGCQ) until 30 June 2021;

WHEREAS, due to the recent development that shows a compelling and alarming increase in the number of local cases of COVID-19 in the Province as a result of community transmission, Executive Order No. 27, series of 2021 was issued by the Provincial Government to place the entire Province under Modified Enhanced Community Quarantine (MECQ) to enforce a more proactive and decisive measure to control the exponential spread of the virus in the Province;

WHEREAS, there is a need to amend Executive No. 27, series of 2021 to give a more precise clarificatory guideline on Item No. 2.11 thereof involving gatherings related to the dead;

NOW, THEREFORE, I, EDWIN I. JUBAHIB, Governor of the Province of Davao del Norte, by virtue of the powers vested in me by law, do hereby order the following:

Section 1. Section 2.11 of Executive Order No. 27, series of 2021 is hereby amended to read as follows:

Gatherings for necrological services, wakes, inurnment, funerals, including posthumous memorial services for those who died of causes other than COVID-19 shall be limited to 30% of the venue capacity and shall be limited to immediate family members.

Regular visits to memorial parks, cemeteries, and columbaria shall be limited to not more than 10 persons per group and not exceeding 30% of the venue capacity.

Section 2. Penalty Clause. Any violation of the foregoing provision shall constitute non-cooperation of the person or entities and is punishable under our existing laws, ordinances, rules and regulations.

Section 3. Effectivity. This Executive Order shall take effect immediately upon signing hereof and shall remain in full force unless sooner lifted or revoked.
