Aron mapadayon ug mapalig-on ang estratehikong komunikasyon alang sa BIDA sa Solusyon sa COVID-19 ug sa End Local Communist Armed Conflict (ELCAC), nagtipon ang mga information officers gikan sa nagkadaiyang Local Government Units (LGUs) sa Davao del Norte ug ilang mga katugbang nga national line agencies pinaagi sa Zoom session nga giulohan og “A Lookback on Rapid Assessment in Communicating BIDA (COVID-19) and ELCAC cum Comm Planning” kaniadtong Pebrero 11, 2022.

Mipaambit si Lt. Col. Ezra Balagtey, kumander sa 39 Infantry Battalion, Philippine Army nga nakabase sa Makilala, North Cotabato, og mga importanteng rekomendasyon sa pagpalig-on sa estratehikong komunikasyon sa Davao del Norte, nga naka-angkla sa iyang thesis nga “Role of Strategic Communications in the AFP Counter Insurgency Operations: Its Policy Implications and Prospects”.

Matud ni Lt. Col. Balagtey, kinahanglang adunay hiniusang pagsabot sa strategic communication, kinahanglang adunay klaro ug ensaktong information objectives, kinahanglang makahimo og communication framework nga mukontra sa AOM (arouse, organize, mobilize) strategic framework sa Communist Party of the Philippines–New People's Army (CPP-NPA), ug kinahanglang mabahin ang target audience.

Gitimbang usab ang mga resulta sa gipahitabong Rapid Assessment kaniadtong 2020 mahitungod sa pagkomunikar sa government responses, nga gipangunahan ni Provincial Information Communication and Knowledge Management Office (PICKMO) head Dr. Mervin Jay Suaybaguio uban sa Philippine Information Agency (PIA) Davao del Norte Information Center.
