NAGTINABANGAY ang Civil Service Commission (CSC) ug Commission on Elections (COMELEC) Region XI aron pahimangnoan ang mga trabahante sa gobyerno labot sa angayan ug dili angay’ng buhaton sa usa ka empleyado sa gobyerno kalangkit sa Mayo 2019 eleksyon atol sa Kapihan sa Kapitolyo, Huwebes, Marso 28.  

“Dapat ato gayong buhaton, atong i-obserba sa panahon sa piniliay, sa panahon sa preparasyon ug sa panahon sa adlaw sa piniliay. Tungod kay pinasikaran kini gikan sa atoang mga balaod, gikan sa atong Philippine Constitution which is guided by implementing rules under Executive Order 292 ug gi-emphasize pod sa other statutory and regulatory policies such as Omnibus Rules on Elections by COMELEC, our own 2017 Omnibus Rules on Appointments and other HR actions. . aron mahinumdoman sa tanang empleyado sa gobyerno, non-political offices, apil kita sa coverage niining mga prohibitions on electioneering and partisan political activity,” pasiuna ni Davao del Norte CSC provincial direktor Ms. Nelly Esperanza.

“Kinsay covered niini nga atong gipanghinganlan nga dapat prohibited? All civil servants including members of the military. Ang ato lang responsibilidad ay ang pagboto,” padayong pahimangno sa CSC provincial direktor nga nagpasabot nga wala hinuon malakip ang mga personal ug confidential employees sa mga political offices o’ mga heads sa political offices sama sa Office of the President, Office of the Vice President, Office of the Cabinet members, elective officials walay labot ang mga barangay opisyales, ilahang mga personal ug confidential employees sa mga gidili sa CSC.  

Giklaro sab sa COMELEC XI Assistant Regional Director Atty. Gay Enumerables ang gitumong sa pagdili.

“Those are actually personal and confidential employees not covered so they can actually participate in the campaigning. Besides during the campaign period lang ang prohibition, tomorrow (March 29) for local candidates, sa national candidates Feb 12, dun lang naman covered yung ban, prohibition,” pagtin-aw sa COMELEC XI ARD.

Gipasabot dugang sa COMELEC XI ARD ang kahimtang tali sa empleyado, tinudlo nga opisyal sa gobyerno ug kadtong pinili (elected) dihang kini mo-kandidato.

“If you are a civil servant covered ng appointment or an appointed official, once you file your certificate of candidacy you are deemed resigned. Unlike doon sa elective positions or elected officials, when they file their COCs they are not consider or deemed resigned,” dugang pagpatin-aw ni Atty Enumerables.

Gi-awhag sab ni ARD Enumerables nga maminaw ang publiko dihang maabot ang COMELEC sa ilang mga barangay alang sa dugang information dissemination lakip na ang oras sa pagbotar sa adlaw sa eleksyon gikan alas 6 sa buntag ug matapos sa alas 6 sa hapon.

Sa iyang bahin, ang provincial Civil Service field office nag-awhag nga sundon gayod ang mga angay’ng buhaton ilabina ang mga gidili aron malikayan ang wala kinahanglana nga mga sumbong batok sa usa ka empleyado sa gobyerno.
